Willem Wissing studied under Peter Lely in London; after his master’s death, he established a studio with assistant Jan van der Vaart. This portrait is probably of William Stanley, the ninth Earl of Derby, whose father Charles was neutral in the English Civil War, but supported a local anti-Cromwell uprising, doing a stint in the Tower of London, and losing some ancestral lands.
